If you had them going it alone, as in they were being technologically sanctioned like China, then only the USA and China would be able to do it. ASML is a microcosm of this. It is basically a systems integrator. Without the support of the most advanced industrial countries, ASML would be nowhere.
Japan isn't technology independent enough to fully develop all the parts and technologies in their DUV lithographs even though they may be made and sourced in Japan. It's only because they aren't sanctioned under the

It's actually absolutely amazing that China has come as far as it has considering all the organized international sanctions and undeclared technology blockades it's been subjected to.

I read it but sanction regimes can only cover export/import. Since Nikon doesn't need to import anything to make an ArF immersion scanner, doesn't that make Japan one of 4 areas that can make its own lithograph?

As I said in the last message concerning China, there are organized international sanctions and undeclared technology blockades it's been subjected to, often related to industrial competitiveness or national security. This doesn't apply to Japan which has free and total access to all scientific and technological exchanges that it can absorb and further develop whether academically or into domestic products. This is obviously not the case with China, which is why what China has achieved to date is utterly amazing and almost unbelievable because no other country would succeed with such restrictions. In every case we know of, technology sanctions usually choke off and kill their targets or worse will actually physically kill civilians in the sanctioned countries indirectly through denial if critical resources and technologies.

Besides anti-Chinese racism, I can kind of understand why there are so many accusations of IP theft and technology hacking leveled on China given that it was supposed to fail long ago and yet it just keeps chugging along.

据滨州日报报道,项目投产后将主要用于芯片核心材料——高档光刻胶的研发生产。面对我国对光刻胶快速增长的需求,国产高档半导体光刻胶还处于空白状况。国科天骥的“超高精细光刻胶项目”将可以填补上述国内空白。

该项目总投资1.03亿元。项目一期建成后可达到年产2000L超高精细光刻胶的生产规模,二期项目建成后可达到年产15000L超高精细光刻胶的生产规模,两期项目建设完成后可达到年产17000L超高精细光刻胶的生产规模。

据悉,国科天骥依托中国科学院化学研究所和理化技术研究所的顶尖材料、化学专家团队,致力于打造新材料、新技术的创新孵化平台。

中国科学院大学副校长、国科天骥创始人兼总经理杨国强表示,中国科学院是我国科研工作的国家队,理应为我国的重大需求开展研究攻关工作。2019年,研发团队在滨州开始建设光刻胶的生产园区。尽管遇到新冠疫情,但建设工程依然按期推进完成。今天生产园区正式交付使用,也标志着在我国,一个高端光刻胶及其相关材料的企业将正式投入生产。(校对/西农落)

I'm a trade lawyer. I'm aware of what Wassenaar covers. Imports and exports of covered items as well as the intangible software and designs that underlie the same items.

Are you claiming that Japan would develop their DUV lithos independently without foreign input? That is essentially what we are talking about no? This entire thread is talk in relation to China developing their semiconductor equipment industrial chain independently. What are you talking about again?

The Wassenaar Agreement only controls immediate inputs into scanners. Japan would be able to make those immediate inputs without imports. That's my contention

I think you are nitpicking what I said because I mentioned other roadblocks beside the Wassenaar Agreement which you ignored several times even though I said it in different messages, as quoted below...
