China's weightlifting team is the most tested them in the world with I believe 600 WADA doping tests last year, all of which were negative. China hasn't had a doping case in over 10 years. On top of WADA testing, the Chinese test their athletes again to ensure all negatives before send off to the Olympics.
The report simply says that Hou will be tested by the doping authorities in Tokyo, which is true for every athlete who wins a medal and then true again for many athletes who did not win anything but will be pulled at random. The article duly notes that. The Indian woman will be tested too for her silver and it would be hilarious if she ended up failing instead.
Also, the "rumors" were based on the twitter tweet of a person who is cartoonishly anti-China with no position to either the IOC (olympics), WADA (international drug testing), or IWF (weightlifting association). Hearing him make this rumor is like hearing the pillow guy say Trump will be president again this August.

This is Indian desperate garbage as usual. Responding lowers yourself to that level. China is the only country that the US worries about at the Olympics. India well... basically going and not going have the same result. China has no time or need to dirty itself with them.
