It’s all of the above. There’s more than one team.
Lithography is a nation wide effort. Involve even companies from Inner Mongolia in the development and commercialization of ultra low thermal expansion materials. ULE materials for short.
But it is not Shenzhen or Dongguan that leads.
It’s pretty clear that it is now I think.

Shanghai and Beijing basically China's backbone in core research and dominated in global rankings as well.
Harbin and Changchun also played critical role in China's EUV efforts.
components came from different regions and cities. we have literally multiple vendors and suppliers.
Shenzhen and Dongguan played role in assembling and integration part. which is also very important.
as you see, its a Nation wide effort.
But also which teams won initial design selection. I’m sure the other approaches will eventually get their time in the market but it really does seem the most conservative approach is getting all the support now.
At least one of Huawei's EUV facility in Dongguan was already reported back in March this year
Its almost like this whole Reuters thing isn't as much about reporting on something, as much as about preparing a narrative so western audience don't OD on copium if it all came out at once.
