There are different sizes of carriers with different propulsion systems. A licence build, conventionally powered QE carrier with arresting cables and ski-jump is within reach for Turkey to build and field 10 years from now while at the same time developing a whole ecosystem to support it like frigates, supply vessels, subs, helicopters and aircraft both unmanned and manned.

I think you grossly underestimate the aircraft carrier business. If it was that simple, China would have dozens of them already

China doesn't need a QE type carrier. It needs bigger and more powerful ones which it is currently producing. As to why China didn't? Because of their lack of acces to technology and a more cautious mentality of steady progress. Turkey has a high degree of access to various carrier designs such as the Italian Cavour, Korean CVX and the most probable one the British QE class. Turkey also has access to carrier ops within NATO framework. Why would it be unthinkable that the UK and Turkey finalize a deal to build a QE carrier in Turkey with UK training of the Turkish carrier crew?

The two countries have a great relationship that can only get better and deeper. The Turkish defense minister has visited a QE carrier twice in the space of 2 months.

Relationships, in international politics, are fickle. UK or any NATO country would never help in arming Turkey in a way that'd create an imbalance in the military power in the region.

An Aircraft carrier is a big deal. It's an offensive weapon.

Since the UK was leaving the EU, the Turkish-UK ties have gotten stronger. There is a political understanding between these two that they need each other to counter both the EU and Russia in the Black Sea.

UK leaving the EU is domestic politics and economics. UK hasn't left the NATO. UK is not trying to counter or oppose EU.

Money is better spent on developing and improving diesel electric submarine force. Look at South Korea and how it improves its Diesel electrics.

Neither has Turkey left NATO.

Turkey is in the process of building 6 type 214TN AIP subs for which the Germans strangely haven't embargoed and it wil start building the indigenous MILDEN 3000 ton AIP sub starting from 2023/24.
