I would disagree with parts of that statement.Among the countries that achieved the most success in controlling the spread and deaths from this virus, China, South Korea, Singapore, New Zealand and maybe Germany, the only common factor is the COMPETENCE of the government. Not cultural, race, religion or political system.
It is pretty obvious that culture has played a big part in spreading COVID-19.
Cheek-kissing and hugging happens all the time in Spain and Italy, so social distancing doesn't normally exist, which is why cases there exploded.
Germans aren't that friendly (or affectionate), so people do keep further away from each other.
With China, South Korea and Singapore - you can see they are very Confucian in the following ways:
1. Generally competent government
2. Not very touchy-feely, which helps with social distancing
3. And are generally collectivist rather than individualist
