This just showed up on Twitter. MA700 and seems it's been sitting outside for a while. FlightGlobal had a story about this a few weeks ago. Initially their story said that AVIC had cancelled the contract for the PW150C engine, as they were angered by Canada's decision not to provide export licenses. Then, they reposted the story: Pratt said that, in fact, engine contract is still in place. Not sure what to make of it all, but looks like MA700 won't be flying for a while. My feeling is that the engine contract is, indeed, cancelled, but that Pratt & Whitney panicked when they saw FlightGlobal report this.

Xian is on the US sanctions blacklist as a company which has connections to the Chinese military. The Canadian government isn't giving Pratt & Whitney Canada the necessary export license for the PW150C engine. Despite them asking for it several times it has been denied.
Unfortunately it isn't like you can easily get an engine off the shelf to replace it. This engine is a massive uprate of an existing Pratt & Whitney Canada engine specifically developed for the MA700. Developing a new engine would take at least 5 years if not a whole decade.

The closest existing equivalents to the PWC 100 series (especially for An-24 based aircraft) are the Chinese WJ-6 and Russian Klimov TV3-117 series engines, so a derivative of either would be the fastest alternative.
