Klimov TV3-117 has like half the power level and was responsible for the recent crash of the Il-112. It will take time for it to mature.
WJ-6 has almost the required power level but is really old engine. This means in terms of fuel consumption and reliability it is likely not competitive.

The last non-Western engine to power an aircraft of the MA700 class is the Xian Y-7, which used a Dongan WJ-5. This aircraft first flew in 1984. Ironically, the An-24 which it was based on is still in active service.

Can you provide insight to why China would want a plane like this? The capability it provides just looks... niche.
The main use is an amphibious transport aircraft, the fire fighting application is a bit of a bonus. A foreign customer once asked if China had a plane like that for purchase for fire fighting back during SH-5 days.
