Perhaps they have a mix? Mostly HQ16B and a few HQ16F for when a target warrants it? Presumably still large stocks of the older missile to be used up.

It is a frigate, not a destroyer. You guys put too much expectations on the thing.
The land-based hq-16b has a range of 70km
hq-16c and hq-16b have the same appearance, they may just have different model numbers for the army and navy
You can also think it is the sea-based hq-16b, but POP3 said before that the navy's number is HQ-16C.
I think the second photo is a Type 052DQuestion: to which batch does the 054A in the 1st image belong? The area above its hangar is considerably cleaned up compared to the original batches (2nd image), but it doesn't feature the AESA illuminators (3rd image) of the latest hulls.

I must have gone blind in my old age. The first two images are both 052Ds. Never mind!
Are these frigates still using outdated YJ-83 missiles when YJ-12 is available and Pakistani Frigates were upgraded to using YJ-12?

Yes, type 054A are using updated YJ-83, and these missiles are not out-dated.
Using YJ-12 to imply that YJ-83 is out-dated is like when you deploy 130mm gun, and this shall rendered 75mm gun outdated, which is logically False.
AIUI there is also a torpedo carrying variant of YJ83 but not of YJ12.
