Is the Type-1475 radar better than its western rivals?

As @Deino put it, we don't know for certain because official specs are not available. However, we can extrapolate based on what information we do know. KLJ-7A series of AESA radar used on JF-17 Block III officially has a maximum detection range of 170KM against targets of 5m^2 (fighter sized). The JF-17 has a smaller nose-cone compared with that of the J-16/J-20 and even the J-10C, KL-7A represents the lower threshold of Chinese fighter-borne AESA capabilities.

Another hint is the use of PL-21(?) long range missiles on J-16. Considering that said missile is dedicated to intercepting large-sized assets such as AWACs and refuelers and has a range of 300-350KM, it is safe to assume that the AESA used on the J-16 can not only detect, but lock onto 20M^2+ sized aircraft at 300-350KM.
