Given the scale of PLA, I would think it is... Especially when it comes to the ground force.

Considering China still operates the Type 59, yeah the PLA is certainly very budget in some areas. Actually PLAGF is most poorly funded branch of the army...

It’s worth noting just how flush the tank turret side is to the engine compartment edge. They even had to remove the side panels/spaced armour.

I think this is a key reason as to why the Type15 has so thin base side armour - any thicker and they will overhand the engine compartment and make it impossible to lift the engines out like that.

However, it should be noted that add-on armour could easily be bolted on should the need arise for additional side protection.

Those sneakers you saw are standard 作训鞋 (training shoes). They are cheap and used everywhere. The PLA of course, can afford new boots, but these kinds of 作训鞋 will be used for a long time.

Well, the front part of his “sneakers” looks very smooth. Doesn’t look fabric. Maybe some kind of steel toe boots? They are handling some heavy machinery. Better have steel toe boots to protect them...

You are right. These "sneakers" have no steel cap.

In a normal situation, they should wear proper PPE. However, on the battlefield, not necessarily.

Could possibly be a composite instead of steel toe, I wear a pair of safety boots with composite caps that equals the crush rating of steel and at first look they look like normal boots but a whole lot lighter. There are available ones that do look like normal shoes.
