Lets complie what are the things US can do short of starting a war? The rare earth export control is really affecting US military and it will take actions that it still can.

Scantion pretty much anything that has external trade.

Seizing Chinese foreign reserve?
Forcing taiwan to declare independence?
Forcing Philippines to be active in south china sea to start a hot war.
Forcing European and other countries ro seize chineee companies.

There are probabaly many more stop of having to declare a war with china. I am afraid we are getting to that point as US is desperate for rare earth.

All the easy stuff have been done. Everything that us imposes on china will hav a cost on usa too. Meanwhile, export control on rare earth doesnt cost china too much. Seizing hk foreign reserve and impose banking sanctions on hk (this will affect usa too but us will draft it in a way to only affect non western banks)

I believe china wont be playing the rare earth card unless it intends to follow through it.
