Well, they have footage of it working.

And since drozd was indeed a thing(i.e. one can make a fully working APS on Soviet 1970s level electronics) - why can't North Korea?
It's more about will to spend and go through it.
Where?
Drozd worked to a degree sure. Though even the Russians found it not worth it. Particularly as it made use around infantry dangerous. It was a fragmentation system. Second it could only cover fixed arcs. Which left gaps. Third it was heavy.
As to costs this is the DPRK. They spare no expense for Dear leader but the regular troops? There budget is nuclear. It’s the safer bet.
They were widely deployed and fought in Afghanistan with their units. More than merkavas until last year.

And btw it's a dangerous route to go - trophy SEPs didn't fight, does it make them experimental?
It was rumored too have been. Never proved. Every thing about Drozd is in that category. Much of the Soviet and Russian defense systems is based on rumors.

Agree, "slight". Even in the best scenario, it is unlikely that their entire air force will be effectively destroyed. The remaining 1/3 or 1/4 is still enough to pose a very serious threat to North Korea. Not to mention air defense systems, which are more difficult to destroy preemptively.
North Korea certainly has a thousand precision projectiles for use on Korean peninsula against South Korea.
They only need to allocate one third of such arsenal to target fourth generation and newer aircraft to cripple them.
Rest of those can be focused on targeting any notable surface to air missile systems that South Koreans have

Anyway ERA on M2020 mod 2023 can counter tandem HEAT warheads.

Curious that both Japan and SK grossly underreported the number of rockets (2-3).

That means that they couldn't identify group target tracks as such.

This isn't exactly a bright conclusion for potential terminal AD.
And they are just missiles with pure ballistic trajectories; we haven't even talked about ballistic missiles capable of evading maneuvers in flight like the KN-23/24.

Live firing of giant 600mm KN-25 multiple launch rocket systems took place in North Korea. According to the Western classification, MLRS are designated KN-25. North Korean leader Kim Jong-un attended the shooting exercise. It was recently reported that these MLRS will be delivered to Russia, but so far there are no facts confirming this. The KN-25 can be conditionally called MLRS, since these missiles already belong to the class of operational-tactical missiles. The mass of the missiles is estimated at three tons, and their length exceeds eight meters. The MLRS are mounted on a modified TATRA T815 chassis and have an armored cabin. The estimated firing range of the KN-25 MLRS is about 400 kilometers; during the exercises, firing was carried out at a range of 347 kilometers.
