It was never deployed beyond testing it’s questionable on how many they built and they dropped it for appliqué armor Era. A short time later.

Maybe. Maybe not. Dummy systems are not unheard of. The DPRK OICW for example. North Korean tanks armed like Warhammer vehicles with missiles as another.
Well, they have footage of it working.

And since drozd was indeed a thing(i.e. one can make a fully working APS on Soviet 1970s level electronics) - why can't North Korea?
It's more about will to spend and go through it.

There is slight possibility of neutralizing opposing air force with barrage of ballistic missiles and guided rockets targeting air bases.
Agree, "slight". Even in the best scenario, it is unlikely that their entire air force will be effectively destroyed. The remaining 1/3 or 1/4 is still enough to pose a very serious threat to North Korea. Not to mention air defense systems, which are more difficult to destroy preemptively.

furthermore, took into account and described Russian losses during this conflict, the same measure should have been taken towards Ukraine, indicating its losses

It's based on Oryx data. So you have to suspend disbelief and wholeheartedly believe that Ukraine actually has more tanks than it had before the war started because they captured tanks from the Russians and lost basically none of their own. And remember any unrecognizable charred T-72A or B has to be a Russian tank. A hastily scribbled Z on top of a T-64 with Ukrainian cammo. Another Russian tank. A hastily scribbled Z or V on top of a BMP-2 with Ukrainian cammo. Russian.
