He lists pretty well that this is clearly within reach. Other than that - we just don't know that much.
Another thing is that we don't know what North Korea will do to protect these submarines. Their navy is too incompetent and incapable of operating more than 50 nautical miles from shore, while the construction of nuclear submarines is a clear sign that these ships will have a long range.

It is pathetic when even North Korea can make a successful weapon like this while the US still hasn't got its much vaunted Dark Eagle to work.
