You're funny as hell. When the US steals IP from its "allies," you say it's beautiful and continues US hegemony. When China steals right from its main rival, you say that's evidence it's "too" far behind LOL. There are plenty of nations that are actually too far behind, and none of them get mentioned because being too far behind makes it unworthy of mention. The only reason salty people come here to spout that about China is because China is not far behind and it's narrowing the gap at harrowing speed. Otherwise China would be like all the other countries without mention and you wouldn't have to come here with 18 different profiles writing all that copium that you need to make yourself feel better as you watch China make strides in realtime as if it were a video on fast forward. You know why I don't lurk on US forums about America's desperate attempts to prevent China's tech overtake? Because they move too slowly and aren't worth my time. All the excitment is with China. Winners are happy to improve themselves; losers keep trying to bring others down, and to no avail.

Software bugs and litigation risks? Where do you imagine all of this from? If there are software bugs, that's America's failure, and China's hypersonic vehicles are clearly working well, which is the final result. US sues China for developing weapons? LOLOL I'd like to see that court case.

It's not stealing. It's China had to use an ANSYS algebraic solver for of all things, missile researcher. It's incredible that China doesn't have its own algebraic solvers and modelers, even 30 years after the Tiananmen sanctions. China's had *decades* and still, no software tool, even though a US company with 8,000 people can create it in the middle of nowhere, Pennsylvania - a few hundred miles away from Pittsburgh.
It's using American software, likely in conjunction with Chinese software, against America's bans, to develop Chinese weapons that are ahead of their American counterparts. Now that's beautiful.

Software bugs, obviously, all projects have bugs because you can't test literally edge cases in the world, and pirated software *surprisingly* doesn't get active developer support.
And China's result is more advanced than America's, so it's evidence that China is taking and improving rather than just using because it has nothing itself. The US can keep its software bugs; China will keep our superior results.

If there was Chinese software, you would have used it. But it doesn't exist.
If it doesn't exist, China couldn't have made a hypersonic vehicle beyond what America can make. China has it, we used it, and we used American software too. That's why the result is superior to just American software alone.
It's not copium. It's a rational response to a country of 1.4bn people; it could realistically pose a threat to American hegemony so America needs to cut it down to scale.

Developed world researchers far outnumber Chinese researchers
This data is per million. The difference is not that big but it does show that 1. China has far higher growth potential especially with far greater STEM base to draw from and 2. China's has made such advancements and catch-up sometimes surpassing the West all with less people.

Ansys is a standard engineering CFD software that people around the world can buy for use in anything.

It is no more a "hypersonic flight design software" than a pencil is a "military design tool" or an office chair "critical military logistics support".

It can be replaced by open source OpenFoam or Chinese FlowStar.

Indeed though China is behind at such revolutionary technologies as digging 2 km of small single car tunnel per 2 years for $52 million. So 1 km per year, $26 million per km.

That guy has already founded few companies before, likely he's doing this to get attention/funding for his next company.
