Now, why do some people/media give the impression that China lacks scientific and engineering talents. :nono:

I have come across quite a number news report (Chinese sources, of course) that says otherwise. Here is one of them for a start.

BEIJING, Dec. 9 (Xinhua) -- China published 78,200 Ei-indexed theses in 2007, overtaking the United States for the first time to be the world's number one, the Institute of Scientific and Technical Information of China (ISTIC) said here Tuesday.

The Ei theses are scientific and technical ones indexed by the U.S. based Engineering Index.

ISTIC statistics also showed, the number of Chinese theses indexed by the Science Citation Index (SCI) topped 94,800 in 2007,7.5 percent of the world's total, ranking third after the United States and Britain.

China's theses indexed by the Index to Scientific and Technical Proceedings (ISTP) were 45,300, 10,1 percent of the world's total and the second among all countries.

Most of the theses were on disciplines such as chemistry, computer science, physics, materials science, telecommunication, automatic control, biology, dynamics and electronics, mathematics, architecture and geography.

China's first personal high-performance computer (PHPC100) makes debut in Tianjin. It is the China's smallest supercomputer, only twice the size of a normal desktop computer, but its computing speed is 40 times faster than a normal computer.

The computer has already been formally used at Zhejiang University, for accomplishing heavy computing tasks in scientific research fields such as chemical material, aerospace and aviation.

The invention of the PHPC100, by the Dawning Information Industry Co. at Tianjin Base, signifies that supercomputers, previously a privilege in high-end research, are no longer exclusive to major fields such as defense-related scientific research.

As the computer is specifically designed for use in an office-environment, it only requires a normal 220V of power and the noise it generates is equal to that of a wall-mounted air conditioner.

It perfectly suits the scientific computing, data analysis, graphic simulation and other powerful computing needs of university laboratories or scientific research institutions.

At the same time, it solves problems common in traditional high-performance computer clusters, including power consumption, space occupancy and heat dissipation.

A station to monitor and broadcast live sea floor conditions in Shanghai waters will start construction in the beginning of next year.

In future, the network of the station, which costs 2 million yuan per kilometer, will cover the peripheral waters of Shanghai and will play many important roles, including forecasting earthquakes seven seconds before they occur.

The live studio, featured with multiple high-tech elements, will be connected with optic-fiber cables laid 30-meters deep undersea. The cable can transmit energy and information accurately and reliably.

On December 7, the deep sea aquarium of Tongji University, showcasing cutting-edge deep sea technology opened in Shanghai. At the opening ceremony, Wang Pingxian, academician of China Academy of Sciences, disclosed the above information.

The project of "China's Next Generation Internet (CNGI)" has made great breakthrough in scientific innovation and industrialization. China has established the world's largest CNGI demonstration network and accomplished a series of pioneering achievements in sci-tech. Its key technology and equipment industrialization have taken shape, with its market share jumping to the second worldwide. China is expected to be the first commercial user of IPv6 technology.

Zhang Xiaoqiang, vice minister of the National Reform and Development Commission (NRDC) said, over the past five years, China has invested over 3 billion yuan in building a large-scale CNGI demonstration network consisting of six backbone networks, two exchange centers and 273 premises networks, covering a total of one million users in some 30 cities across the country. Furthermore, the world's largest IPv6 Internet, which is established in 25 universities including Tsinghua University, has become the pilot in this field.

With the help of CNGI, the project has made a series of innovative achievements, with many of them being on the world level, including the new network address system developed by China Education and Research Network and IPv6 Internet. These innovations enabled China to rank among the worlds most advanced in terms of next-generation Internet development.

As for the results, CNGI formed the most mature next-generation Internet system after the US by blending high-tech industrialization with science. It completely put an end to the passive state of being under the control of others during the era of first generation Internet. Homemade facilities and products, which make up over half of the equipment in the core network, operate in a good condition.

Western sources often take the stance "Its not quantity, its quality that counts.," while also suggesting there is a certain amount of plagarism in the published works.
To substantiate this claim they often provide statistics that show Chinese published papers are the least cited by researchers from other nations.

if there is one thing that China never lacks its talent. just have a look at the history of China and you'll know what i am talkin about

in some cases what China needs is a structure that will find talent and make good use of them. this seem to be the problem all over the world. the US used to be good at finding and using talented ppl but they managed to screw up somehow.

I always kind to think that the problem of individual Chinese finding or not finding their full potential lies not in the social, but in the parental. Like in huge extended Chinese families, which remind me of a Mafia family, the "boss" wants his sons to take over the family business and manage the family riches and property. Occupations like becoming a scientist or artist or joining the military is frowned upon. Likewise on less affluent families, the son is prodded by the parents that he must become a rich businessman, not become a scientist, artist, engineer or soldier.

One reason why some Chinese come to the US and other countries, is surprisingly to get away from their parents.

this would be mor pervalent in HK. there arent many mainlanders that have a business for their kids to inherit lol. most Chinese parents encourage their kids to go for something that wouldnt make them rich (too much competition and indeed very risky) but would be enough for them to live a normal life. of course kids being kids we usually wanna go for something more exciting lol.

This is ancient knowledge, recorded in the infamous Wu Qi's military treatise as early as 400BC(I THINK, it could also be the six secret teachings - 1000bc). The story goes, the king one day finally won an debate within the royal court. The king was very happy about it, but Wu Qi went up and told the king the reaction of his father. His father was not abit pleased after the debate insted he was worrysome. When approached to as why, he commented on that every country have talented people, but if the royal court was supposely composed of the country's most gifted and yet they cannot even win an arguement with the (old)king, then what is left of the country? The current king upon hearing this, walked away in shame.

Ok, the anecdote is finished. A problem that china does have is the brain drain. Where as the scholars especially after 1989 incident, left china to immigrate to other countries. some done it illegally. Whilst the current generation of highschool and university students likes to go overseas and study, and once the students get their diplomas they usually won't go back to China. There is a trend of all the top professors and students in American Universities becoming more and more dominated by asians. However, they are no longer assets of the CCP, and much work needs to be done if CCP wishes to revert this process. Thats not to say they're not doing anything, they're currently focusing on bringing oversea students back.

That's exactly why China would move ahead of HK, and in such ways, over Taiwan and Singapore. Because the kids have less legacy baggage to deal with.

braindrain maybe a problem for China if it were the size of singapore. like you said, China has more than enough talents to select from. even the scholars abroad are seeking opportunities to work in China. but the reality is, many of the university graduates today are having trouble finding a decent job. the competition is great and opportunity few compared to the massive number of graduates. even sea turtles have trouble competing with domestic talents. the challenge is to make sure that the ppl who do get to the top are the ones with the most competence. this is where no country today can say with confidence that they are doing well.
