It would be enough to ban ICE inside major cities I think. But this can be done in 5 years time when there is more EV penetration to make the transition less painful.

I think cold weather related range reduction could be mitigated by the use of heat pumps in EVs.

PHEVs don't have range anxiety issues. I saw no shortage of PHEVs in Beijing.
