EVs are very common in Norway. 90% of new car sold are EVs there. It seems that the Norwegians have learned how to use EVs properly in cold winters. Perhaps the northern mainlanders can do it as well?
Indoor parking in well-insulated and gently climate-controlled structure does most of the heavy lifting. Doesn't need to be excessive energy consumption either. Just recommend not letting the structure interior get cooler than 10C in the dead of winter and no hotter than 30C in the peak of summer. That would be enough to preserve battery cycle life.
