北方联盟与缅军谈判达成框架协议



景颇大地联军北方联盟组织三兄弟联盟与缅军代表在中国昆明的几轮谈判取得了一定进展和共识。双方达成了有和平进程中有建设性和实际意义的第一部框架协议内容，但还有具体执行的许多条款及细节需要在下一轮四月份的第五次谈判中协商解决。



达成协议的主要条款内容:



1，从政治上，缅军承认果敢民族正义党和果敢同盟军为代表的原果敢掸邦第一特区政府的合法地位。

2，为了巩固和平成果，各方一线部队从现占领地撤军，脱离冲突前沿的接触。

3，各方确保中国的在缅甸的利益不受损害。

4，保障双方地区的人员与物资交流的畅通。

5，缅军的海关，商检，移民局等文职人员进驻清水河口岸代表国家主权与中方及果敢第一特区组成联合办事机构；海关税三七分成，果敢第一特区政府代表民族武装联盟占70%。
