I believe the issue was that there was no agreement between HK and the mainland at the time. Technically Taiwan is a province of China (as opposed to HK's SAR status), so he would have to be have to be extradited under the authority of the Mainland. Taiwan (and Tsai/DPP) could not accept this because it would mean going along with One China Policy.There was a similar case of a Hongkonger who killed his girlfriend in Taiwan then escaped to Hongkong. There is no agreement between Hongkong and Taiwan, so the guy is free.
That’s actually what lit the fuse for the 2019 fiasco.The person won't be handed over to Australia if he/she is Chinese citizen even if there is a treay. I did not check all but only extradition treaties with Vietnam and Brazil. Both treaties forbid extradition of own citizens. The person will be trialed in China.
If the person is Australian citizen, China can expel him/her out of China, BUT it is up to Australia how to manage to get him/her back to Australia without breaking China's law and international law.
