Brahmos II if the project is still alive is by definition a cooperation between India and Russia. It's touted as either a scramjet hypersonic glide or ballistic weapon dedicated to anti-shipping and anti-surface. This sounds identical to what the Zircon is claimed as. Since the Brahmos I is essentially a development on top of the Onyx/Yakhont, it would make sense that Brahmos II is like a development on Zircon - an Indianised version of Zircon developed for the specific requirements set by Indian navy or whichever branch.

Brahmos air to air? Surely they mean Brahmos air to ground right?I don't think you need 200kg of explosive to take down an aircraft unless you're planning on shooting down a SHIELD helicarrier
