In 2014, there were 832 impoverished counties in my country. Since 2016, a batch of poor counties have taken off their hats every year. As of March this year, there are still 52 poor counties that have not taken off their hats. This time 52 counties also took off their hats—that is, it took 5 years to remove their hats in batches from 832 poor counties.
2. Poor counties have been focusing on poverty alleviation and reaching standards in recent years. Except for county and village staff at all levels, in this impoverished county I know, all government agencies and institutions usually send people out of production to help in the village. Civil servants, who are often referred to as "corrupt officials", as well as teachers and doctors, are often referred to as "corrupt officials". While at work, most of them have to undertake assistance tasks ranging from 1-5 households. These people are called "help persons in charge."
Workers stationed in the village, their superiors have to punch the card, and often do not go home once a week or a few weeks. Poor households have to take care of everything at home. There are also very few incompetent workers in the village and those responsible for assistance. However, most of them are working hard for poverty alleviation, their health, and their families, and there are also many cases of death for poverty alleviation.
3. In the past few years, there have been frequent telephone checks (family members of poor households, physical conditions, sources of income, a few pigs and a few sheep... all have to be answered accurately), third-party assessments, and counties, cities, and provinces. Level-level inspections include cross-inspections within the province and city (this impoverished county I know, more than 300 inspectors from other counties have stayed for a month, and every impoverished household must go to the site for on-site inspection), and cross-provincial dispatch People check and accept, and there is national acceptance. . There are also disciplinary inspections and audit inspections. . In 2020 and 2021, the state will also conduct a census of 832 poor counties. .
——No one can guarantee that there will be no fraud at all. However, it is very difficult to collude between top and bottom, across counties, cities, and provinces, with disciplinary inspections and audits, and with third-party assessment agencies.
Especially the "third-party evaluation (satisfaction survey)", the person responsible for assistance is more concerned about this-this third-party evaluation is generally entrusted by the provincial poverty alleviation office to a third-party agency to directly visit the door or contact the poor households in the counties and ask questions Poor households-"What is the name of the person responsible for the assistance? The third-party personnel who carry out the evaluation work are generally full of ideal college students and graduate students, who are more serious and responsible.
There was a civil servant who answered "don't know" when answering the phone from a poor household. As a result, his satisfaction was scored zero, his unit's score was also compromised, and the conference was criticized and notified.

There is always a high score in the satisfaction survey of state-owned enterprises. Because this is a state-owned construction enterprise. They recruited the villagers they helped to work, and even recruited some well-performing poor villagers directly as regular employees. ——In this way, the income and employment of poor households are solved, and the satisfaction is high. Other assistance units that do not have such convenient conditions often complain about it as "incomparable".
4. Some people questioned that the data of a province is accurate to "6 households and 17 people have not been lifted out of poverty"-in fact, every poor household has a file, and it is usually publicized on the wall at the door of the house. Every time the person in charge of assistance comes to help, an important task is to update and report the various situations of poor households through the assistance APP in a timely manner. Therefore, it is not impossible to grasp single digits in specific situations.
