Vietnam failed at this, they allowed the PAVN to get involved in business, and that is why Vietnam, despite having a GDP per capita like 2005 China, has tech like 1990 China. In 2001, China already had semiconductor fabs operating within 2 nodes of the leading edge, multiple top tier IT companies (Alibaba and Tencent already founded), multiple top tier electronics companies (Huawei, ZTE and Oppo already founded), a space program, start of high speed rail, etc. Vietnam has not only none of these but not even a plan to get any of these.

I only know Vinfast as the possible leading VN tech companies. Rest I heard is outsourcing for GameDevs and Startups.
In fact looking at PAVN, they only have light weapon license manufacturing. No vehicles manufacturing.

not just that, they still don't have a semiconductor fab that can compete with SMIC of 2001 with 180 nm process and 200 mm wafers.

in automotive industry, they mostly import foreign knockdown kits. That means they aren't even at the level of 1990's Chinese automotive Toyota or Honda JVs which at least used manufactured components.

Not to mention, their MIC is really crap. They’ve just introduced a BMP-1 knockoff into service this year, a design from the 1960s

Vietnam has really poor infrastructure and this includes power generation. With their lackluster power generation they have to resort to hand assembly where the high energy inputs like metal parts come from elsewhere it is as simple as that. This is why Vietnam is not going to replace China as a manufacturing base in the short term.

Vietnam is a developing country. Building up infrastructures like power generation goes hand in hand with manufacturing investment. Any energy shortage is likely to be short-term.

Above all, the hype about Vietnam replacing China misses the simple fact that Vietnam is the size of a single Chinese province. How is a country that size supposed to steal all of China's manufactering business?

Really, China's only real competitor has always been India, and sure they've managed to get some business due to rising labor costs and the 2022 COVID lockdowns. But once again, even in 1990s China where the standard of living in many parts of the country was still no better than Subsaharan Africa, the country had stable power supplies and extensive road networks.
