In war if someone isn’t actively engaged in combat they are illegal to kill. If there is something wrong with a certain unit they might evacuate it.

Didn't multiple forum members post that Israel had hit a hospital in Tehran yesterday? And in this very thread, weren't there posts describing how Israel established a military command post directly under a hospital?
Its not illegial to kill civilians or non combatants in a warzone per Israel's law, and I believe the incident occured in Israel, in Rome do as the Romans as they say...
And yeah a building being needed for use by IDF is a problem that would warrent clearing out, yes

I feel like I’ve seen this in a movie somewhereA nice video demonstrates how dropping at least two GBU-57 at each point precisely, one after one, can destroy Iran's deepest enrichment plant, Fordow.
One is not enough, at least two is needed. Also precision matters here. But it's indeed achievable.

It might not have been a concern to some people but for me it is, I never like to see civilians suffer due to their governments.

The act itself is already horrendous and unbecoming of soldiers that call themselves "professionals," Israelis on social media saying that shootings at bread lines is "protocol crowd control" only adds fuel to the hatred.
Its not even moral grand standing, numerous wars in history have shown that needless brutality only radicalizes your enemy and makes them want to fight to the end.
