In war if someone isn’t actively engaged in combat they are illegal to kill. If there is something wrong with a certain unit they might evacuate it.

Didn't multiple forum members post that Israel had hit a hospital in Tehran yesterday? And in this very thread, weren't there posts describing how Israel established a military command post directly under a hospital?
Its not illegial to kill civilians or non combatants in a warzone per Israel's law, and I believe the incident occured in Israel, in Rome do as the Romans as they say...
And yeah a building being needed for use by IDF is a problem that would warrent clearing out, yes

One is not enough, at least two is needed. Also precision matters here. But it's indeed achievable.
