The same way 002 had its hangar enlarged from removing the VLS cells on the original Kuznetsov design, which we would never have known if people said that 002 was just a Kuznetsov copy or "based on Kuznetsov"... 003's layout is also certainly optimised for modern PLAN requirements no matter where its design originated from.
No, this is a long-standing myth, but it's not true. Actually, just a quick look at their locations makes it clear why it's impossible.
The blue box indicates the VLS location, situated in a very narrow area near the bow. The hangar wall towards the bow is located behind the ammunition elevator, because the elevator must pass through the hangar deck. The Soviet Navy wasn't foolish enough to occupy space that could be used as hangar, there is still plenty of space available for VLS in the carrier hull. After VLS is removed, additional space will certainly become available for other purposes, but not as hangar.
Even the Nimitz-class is no exception—its hanger bay occupy only the rear 2/3~3/5 of the hull.
