No, it becomes a tiny little bit likelier, not significantly (at most).
Tenders are usually not given in multiple years in advance. I am not going to call it until I see the modules but this is quite significant in my opinion.
That entirely depends on what the use of this particular tender is.
If this tender is for a test rig, then naturally it doesn't mean it is for the actual ship in turn meaning we wouldn't expect the actual ship to be under construction.
There's a reason why for PLA watching it is good practice to be more cautious than over-enthusiastic. For big ticket developments and milestones (such as "commencement of construction of a new carrier") multiple correlating and reinforcing rumours and sources should be necessary to be viewed as "significant".
People become chimpanzees on the slightest exposure to mathematics, so don't do it.
Srs tl:dr, we need to interpret these tender documents correctly. If they are for a component of the carrier, it's good evidence that construction has begun or will begin shortly. If they're for a test, then it's actually evidence against the carrier starting construction soon. Unfortunately, like the vast majority of evidence we get from the PLA, it's shitty and ambiguous.

And I would say there is 90% chance Dalian is planning to build something nuclear, unless they are sending working teams for countryside holiday in nuclear reactor design institute.
