Old and Interesting questions
Since the Type 81 family of rifles was equipped with a standard sight from the initial design stage, and the SAW version even had its own unique sight with bigger FOV (really rare to find even pics)
Production continued intermittently until at least late 2000 (as shown in the images).
They never issued to all the soldiers.
Ask Canadian they may even knows more
Whatever their initial plan was, it was long dissolved. Might have something to do with the total lack of funding PLAGF had in the 80s.
The export variant of Type 81 in SAW configuration does not include a side mounted optics rail from the factory.
Aftermarket modification was required before any optics could be mounted to the rifle.
