Agree with most of your post except for this one. Only the introduction of a Commercial Chinese EUVL will force ASML from their self impose restriction to sell their machine to China, with or without the US approval.

With Trump it must be money upfront or walk. I'm pretty sure Xi told him some vague shit like correct the ship blah blah blah and Trump is left with figure it out on his own. Basically Trump has to TACO himself again before China even consider something and that is only if Trump TACO hard enough.

And wrt RE, zulch, no deal, nada

It's not an ASML self-imposed restriction. They sell to China everything they are allowed to sell by their government (really US government). Even when/if China introduces their own EUVL it would be upon US to allow them to sell to China. It's not their decision to make. They would happily sell EUVL to China anytime if they are permitted to do so.
In fact they did sell and were on track to deliver the first unit on 2019 when a fire accident delayed the delivery by 6 months. During that time Trump got Dutch government to block the delivery.

No deal reached is a better outcome than giving these gifts. These gifts frankly send a wrong message. Humanity almost collectively overthrow monarchy for a reason. Please don't bring it back.
