Blockade of that nature is an act of war, so by classic definition US and Venezuela is already at war.

The longer this carries on without US going all in on actual kinetic action the more I suspect there wasn't a proper plan for war with Venezuela. Perhaps Trump thought if he concentrated all those forces around Venezuela and intimidated them by blowing up some boats Maduro will quit, but Maduro is turning out to be determined enough to call Trump's bluff and tough it out. Trump might be indecisive at the moment.

Or they calculated that it's cheaper to just blockade and wait out Maduro.

Venezuela already can't fly any planes so can't export gold, and now can't sell oil. So the US naturally feels that they can just wait out Maduro. Unless Maduro CNS export oil and gold through other neighbouring countries.

Too bad Maduro doesn't have drones that can attack the US ships, at least make the Americans work for it. Too bad China can't give Maduro drones or even better, arm the local groups to attack the US with long range drones like Yemen. Or just blow up a US shop or two and increase costs on the US.

Sadly no other country is calling for US resolution or sanctions on the US. So there is no cost for them to just wait it out, at least for now.
