It may be worse. I've heard in smoking room conversation, that entire unionpay ecosystem is quite transparent (aka vulnerable) in its internals, as some of key decisions were done in a far more optimistic era with best intentions.
This is the main reason why US sanctions are quite good at targeting unexposed entities deep within. Outflow of wealthy chinese nationals doesn't help either.
