The War in the Ukraine

I just remembered that Gorgon Stare was a thing and that MQ-9's carried them, which is making me wonder if maybe this crashed Reaper(if it doesn't turn out to be a RQ-4 as the conspiracy theorist say) was one of those models, which might have made the Russians take the risk of knocking it down for the intel gains

In any case, it was clearly searching for trouble... more or less above Crimea ! If it was carrying something out of the ordinary, they were a bit stupid to push the envelope.

Flanker flight ceiling is 62000ft. A MiG-31 has a flight ceiling of 82000ft+.
When we talk fighter ceilings, always take into account the speed it is achieved at.
Yes, supersonic fighters can fly very high. But they mostly can only scream past the subsonic high fliers at reheat, without much maneuvering capabilty.

Rybar map showing claimed location of downing of Reaper drone.
How is international airspace defined here? It's literally 63 km from the Sevastopol base.

"'Several times before the collision, the Su-27s dumped fuel on and flew in front of the MQ-9 in a reckless, environmentally unsound and unprofessional manner,” the US statement said. “This incident demonstrates a lack of competence in addition to being unsafe and unprofessional.'

'Our MQ-9 aircraft was conducting routine operations in international airspace when it was intercepted and hit by a Russian aircraft, resulting in a crash and complete loss of the MQ-9,' Gen James Hecker, the US Air Force commander for Europe and Africa, said. “In fact, this unsafe and unprofessional act by the Russians nearly caused both aircraft to crash.'"

LOLOL But it didn't; it caused your aircraft to crash and the Russian aircraft to be fine, hence perfect competence. Now if the Flanker went down, either with the drone or somehow without, that would be incompetent. Basically, when the US says, "unsafe, reckless, and/or unprofessional," it means it was skillfully executed and very effective at being bad for America.
How can it be unsafe if the drone is unmanned? :D
