NGAD is being built to solve the issues of F-35 and F-22, namely poor range to deal with Pacific combat. That doesn't seem like a good fit for Taiwan.

A couple of months ago, I posted a Congressional hearing on Taiwan in which a few US experts give their respective opinions on the issue. I particularly highlighted comments from Ms. Oriana Skylar Mastro on which allies in Asia could possibly help the US in a Taiwan contingency. I was impressed by her honest and candid assessment: not many, which was quite different from the typical US pundits reaction to such a situation.

Ms. Oriana Skylar Mastro has just published a rather long and very comprehensive article on the same Taiwan issue in the lastest issue of Foreign Affairs, in which she gives her assessments on a whole range related questions on Taiwan, including China's increasingly likelihood to use force to bring Taiwan into the fold, its considerations and various options, and any US responses and their chance of success. I have to say her article is among the most comprehensive and fair assessment on the issue of the US publications I've read for a long time.

Of course, Ms. Mastro is a US analyst and she would inevitably have some of the common western rhetoric and biases (like blaming everything on Xi), either because that's just her belief or because she is addressing the US Establishment. If you filter out those noises and adjust for the biases, you could see that she has made some pretty objective and clear-headed assessment, unlike most of the US pundits or experts.

On another note Taiwan Navy's TC-2N mid-range anti-air missile is also finally undergoing testing on the new Tuo Chiang-class corvette launched earlier this year.

What is the range and ceiling of the navalized TC-2?
Currently still unknown because its classified however the range of the original air-to-air TC-2 from which the TC-2N is developed from is 60km. Wikipedia says the range is 30km but the source of the 30km claim doesn't contain the such information, so take it with a grain of salt.

I've seen it in the news here in Taiwan, that the Tuo Chiangs were going to have 8 anti ship missiles, and 8 TC-2Ns , but this looks ok. 12 anti ship missiles, and 16 TC-2N instead of 4 HF-3s.

Is the official designation TC-2N? or is it HC-2 as above? Kind of silly to change Sky Sword to Sea Sword, but not be consistent in English translation...

Also looks like the Bee Eye mounting necessitates the removal of the Phalanx

A general rule of thumb I've deduced from various sources is ~30-40% of the range when launched from ground for air-to-air missiles.

Yes. It has to fight against gravity during the launch process and range is also restricted by higher density air from ground level and curvature of the planet.
