Basically, Kinmen is the site of the most defections in Taiwan, including multiple military officers swimming to China and the local government wanting to expel Taiwanese troops and build a bridge to the mainland. it is hard to stop with domestic forces, but now you have the NAKVD barrier troops reminding them of what happens if they don't toe the line.
