The SM-3 is not a SAM so much as a BMD missile. The Aster booster is.... a booster. Even MDBA calls it a booster.

Because it's not like it's written in invisible ink or relegated to the bottom of the page with smaller fonts. This is a classic description of what a booster actually does. MDBA calling it "two-stage" is certainly not in the context that we are discussing "two-stage", as in the first stage is actually part of the missile itself; it's clearly not since different boosters are used on the same missile body. Whoever wrote it is simply counting the booster as the first stage. The booster looks like a booster, functions like a booster, is called a booster by MDMA, but is still somehow not a booster to you?

Not that it is any of my business but based on the MDBA wording, the missile is two stage; the first stage being a booster.

'ASTER is a two-stage missile, a concept which leads to maximum effectiveness of the interceptor stage. The solid propellant booster ensures the optimum shaping of the missile’s trajectory in the direction of the target and separates a few seconds after the vertical launch.'

Btw, there are (uncofirmed) rumors what Chinese s-400s use full family of its missiles, apart from newest 40n6(which appeared too late anyways).
I.e. not only 48n6, 48n6dm, but also 9M96 family missiles with active radar homing.(Same TEL uses quad packs of them, in place of every 48n6 canister replaced)
