Considering the fact that the Chinese just issued plate carriers, I guess this unit are neither used to wearing them nor aware of such an issue.

He is referring to those vests. Plate carriers are one of the many versions of a combat vest.

Because they are empty and don’t have plates in them.
The PLA seem to be using ceramic plates, which can get damaged from use, so they often don’t issue the plates. I keep wishing they would just buy a million sets of steel dummy plates for training purposes, as it takes a bit of getting use to to wear a plate carrier with ballistic plates.
First time that we get to hear the shots unmuffled. It sounds very cool!
