how would the USA allow to export those to PAP/PLA? (most likely PAP)
It’s a commercial product that actually doesn’t have lethal effects of its own. this isn’t something like a Stinger Missile
People use it for varmint hunting. As such export controls are light. Even if the US did block sale to the mainland most of the controls are nonexistent vs Hong Kong.
Obviously you don’t want your whole SWAT team so equipped, but having one member in the team with this mini-DMR setup would make sense in my view. It would certainly be much safer and user friendly then the typical 556/5.8 combat rifles I regularly see at airports and city centres (western nations only) world wide.
your Mini DMR runs into the major issue of the sight it’s self. The HAMR was designed for a 5.56NATO ammo type. Now you probably wouldn’t have much of an issue if you used it with 5.8x42mm or 5.45x39mm
But 5.8x28mm or 9x19mm even the old 7.62x17mm is a very different trajectory and drop. You would need to change the reticle set for the 4x power scope and make adjustments to the Delta point. It just doesn’t make a lot of sense on a SMG. A Rifle has a flatter trajectory these were made to compete against ACOG on M4.

Gaming the system to get one or two units shipped to places like HK might work for an individual, but government agencies tend to buy these things in quantities that would qualify for special discounted prices. That’s not something that will slip under the radar.

In addition, when police and militaries order optics, they order so many and use them so hard that warranty is a major consideration. No way would government agencies and police departments get optics without bulletproof warranty policies in place to support them.

If Chinese police departments went and bought US made optics for general issue, it would have been done by the book been through the proper channels.

It’s just not worth it otherwise, and tbh, Us optics are not good enough compared to the likes of Holosun to be worth getting without warranty.

Well that’s what training is for. Is it ideal? Of course not, but it is hardly an insurmountable obstacle or even that much of an issue once you get to know your ballistics and optics combo. Air gun shooters world wide do it all the time because not many optics reticles are designed with air guns in mind.

Also, please note that neither myself nor the PAP would be particularly precious about the HAMR itself. What is more important is the concept.

It makes sense for the PAP to test the concept with an off-the-shelf optic they likely already had in stock first. If they feel the new SMG is accurate enough to make the mini-DMR viable, they can then issue a tender to Chinese optics makers for a tailor made reticle 4x scope broadly comparable to the HAMR for mass issue.

The Largo is interesting but at the price tag $5,000.00-$4,000.00 US. For that you can buy a Rifle and a pistol with optic. The maker is very boutique. This isn’t a Glock or HK or Norinco.
From a purely practical standpoint for a service sidearm do you need all that? I mean the main aim of the service sidearm is a fall back for when the carbine empty and you need to put some lead down range. Most pistol shooters can’t milk the pistol for that much accuracy. Those do are specialists or competition shooters. These are race pistols.
The only place where in I think the design really might have worth tactical is as a sub machine pistol.

That's why I said other manufactures need to pay attention to this. Right now, this thing is an IPSC toy, like some $3K custom 1911, which isn't really anything special compared to the Largo. But the innovations in this thing should translate into the services and the general market.

Fixed barrels are actually a well known system. The Makarov PM has one, as does the Sketchkin (A terrible pistol and poor PDW) as do a few others in fact the pistol is compared to the old HK P7 but turned upside down. Same for the gas system which dates back a century.

OmG stop being a buzzkill Terran lolz. It's not just the fixed barrel, it's the fact that the barrel sits lower on this handgun than any ever produced. And the fact that only the side of the slide reciprocates is amazing. And by the way:

... that's a pretty dumb phrase when you think about it.

Which is what I said. But the question is, Is the juice worth the squeeze?
The features are nice but practical reality is that it’s not giving you something that is a huge step up vs existing service pistols.
The features here were designed for a target shooter putting rounds in a ISPC paper center ring at 25 meters . A combat pistol’s job is to put rounds into a human torso until they bleed to death. In that situation the current generation of combat handguns whether Browning tilting, Rotating barrel or fixed are just fine.
The One area where I think this would stand out would be a submachine pistol which have been notoriously difficult to keep on target and beat up red dots.
