Other side, how the USA wish to prevent any business that Russia doing with NK ?

They has common border, railway and road link, so in good case the USA can guess the business that they do with each other.

I guess sanctions is really the only option? Start the Korean War 2.0? Nuclear Armageddon maybe? I mean what else can they do, it's two increasingly independant countries doing business outside of the scope of what some US officials think they control

The consequence of trying to destroy the Russian state while planning to take out China before the first task was even completed, which inadvertently released the genie of multipolarity. Good luck trying to get him back in

What does the US stand to lose if they covertly push the two Koreas to start killing each other again

I wonder what NorK is getting in return? Two-three squadrons of non-export "modern" Mig-29's with upgrading their current fleet of Mig-29's sounds fair to me if I was Kim. Other thn that what does NorK really need from Russia when it comes to weapon systems?

Ok IADS is the other since NK IADS are just waaay outdated.
There have been rumors that North Korea will get J-10 (possibly J-10A), but there is no relevant news for the time being. You should understand that this is probably China's "last option".

Maybe North Korea can update their fighter like Syria,upgrade the existing MiG-29 to a higher standard, and receive some obsolete (relatively) stock fighters to replace the old MiG-19.

It is expensive to completely update the North Korean air force, but it can enable them to have a small number of relatively advanced fighter planes to deal with small-scale conflicts with the South.
