For years, discussions on the classification of modern military ships have filled pages and pages of every forum without ever reaching a univocal definition, also because each navy uses its own parameters for classification.
Reading the North Korean press release yesterday, they defined it as a Destroyer (and several times in the official statement)

therefore from today this will be the classification that I will use, that is, Destroyer Choe Hyon 51 and if other ships of the same type are built, they will be of the Choe Hyon class, unless the DPRK assigns a different denomination for class or project number.

The emergence of this destroyer has made a breakthrough in modernizing our naval forces.
To explain the hardware of the destroyer, an ensemble of our self-reliant defence technology, it is equipped not only with anti-air, anti-ship, anti-submarine and anti-ballistic missile capability but also with weapon systems for the most effective ground striking operations, like hypersonic strategic cruise missile, tactical ballistic missile and other means of strike. So it is capable of performing multi-mission surface operations and thus increasing the possibility of direct intervention by the Navy in the ground operations.

This warship will be handed over to the Navy and launched into operation in early next year after going through the necessary procedures, like the assessment of its performance and capability for conducting operations and the test of operation of its integrated equipment.
We will, of course, build warships of this class next year, too. And we are planning to build in the shortest time possible a cruiser, whose operations capability is greater, as well as escort ships of various classes, and are now examining their master plans at the final stage.

Anyway, looking at how overarmed this destroyer was, I can only imagine how monstrous that "cruiser" will be. My other doubts about the speed of ship construction were also dispelled by the record-breaking construction time of this ship.

The next 5-10 years will see a new naval power emerge in Northeast Asia, one that deserves respect (or wariness, depending on your perspective).

Looking at ddg-51 model, where lower antenna set is intact (i.e. assuming we'll still see them), ddg-51.jpg

I suddenly had a weird idea abt the 2020 parade: what if Tor-NK are in fact part of the same system(with Tor being effectively TELAR)?

I.e. then smaller antennas are still(yes, rather unusually) search ones, larger(may be in larger form, as we saw from P-6 launch video) are in fact the higher band FC ones. This will also make the new DPRK ship effectively DBR one...which is a modern trend, of course, the very edge kind of modern trend, in fact.

The question remains, of course, where are the rear antennas. Bad explanation is there is none(i.e. "tor" protects forward hemisphere, "pantsir" - rear one), but that's kinda weird way of doing things (especially given the number of small cells).
