This is how they did this:

Intel has a 14nm fab in Israel, and packagers in China, and Malaysia.

So, they just rerouted the share of Xeon dies already made in Israel, and send them for packaging to China.

If Intel can do this, why not TSMC, they had a FAB in Nanjing. I dont know what ASML DUV Lithograph they used , but if you value your customer you will find a way to fill its demand, money talks, That's why I admired the entrepreneur spirit of the Americans.

That's a pretty short ban I suppose. They must have realized it would hit pretty hard on the bank account.
If I remember correctly, the reason for the temporary ban was because intel's supply chain included companies that were affected by recent sanctions from the US. Intel just needed a few weeks to find new suppliers.

Correct. I think I read once that the reason the previous sanctions against Huawei barely worked was because American and Taiwanese chip producers actively worked with Huawei to find loopholes. In this trade war, the US government is fighting both China and it's own companies.

China should support such behaviour.

Agreed ,Hypothetically TSMC can add a new FAB using Japanese tech or the new SMEE 28NM litho machine. 7nm is still leading edge and have a large market , I think it can be done.

Because they learned or know that China has the capability of producing a product of comparable, the same, or better quality, is on the verge of doing so, or can easily obtain it from somewhere else..

Despite all the news about China's technological development, China still has a way to go. Still behind Japan in R&D spending. Hopefully this is in nominal prices, which would mean that China is closer than shown here.

Its a China IC equivalent of a romanticized version of long march, its a hard slug , full of hardship and suffering. China goal is to be a moderate rich nation by 2030, and Hi tech will be one of the sector that is crucial to achieve it. This trade sanction had galvanize the Chinese tech industries, you can sense the urgency and with govt policy/financial support, Im optimistic within 5 years we can see it bear result.
