From the tag:they are border guards.
Why would border guards have sub machine guns (correct me if im wrong), since submachine guns have less effective range and firepower as an assault rifle? Isn't the new SMG designed for CQB? If they were border guards wouldn't it be wise to weld Type 95 assault rifle

Those look like the smaller version of the Type 95 rifle, with a silencer.
The submachine gun that they are holding is the JS 9mm. May or already is fielded in the People’s Liberation Army (PLA) and People’s Armed Police (PAP) for special operations. JS submachine gun is mostly developed from the Type 95 assault rifle, with its ‘bullpup’ configuration.

That explains it.

I have to challenge the view that they are the new JS 9mm. Those guns look like the compact ARC95

(notice the handle bar) attached with a silencer, while the JS does not have the handle bar

It looks to me like the JS is just a beautified version of the ARC95 chambered for 9mm and with an integrated silencer. It makes sense for the PLA to adapt the ARC95 and equip it with a silencer to act as a SMG. This is not only cost-effective, but also compatible with Type-95.

It looks like the JS 9MM to me. The T95 Carbine is very blocky, whereas the JS is a bit more streamlined. Also, the one you bring up in the picture is the Police Version. The Army version looks more similar to the Type 95.

And from what I have seen, the Army model also has the front-handle of the Type 95 in newer versions.

The "military" version of the JS is simply an ARC95 with silencer (in place of the flash hider) chambered for the 9mm, as shown in the pictures above. The second picture above is carrying an ARC95 with silencer (not chambered for 9mm, notice the front handle bar). The only difference between the military and the police version appears to be the selective firing options (police versions don't have one).
