Why would border guards have sub machine guns (correct me if im wrong), since submachine guns have less effective range and firepower as an assault rifle? Isn't the new SMG designed for CQB? If they were border guards wouldn't it be wise to weld Type 95 assault rifleFrom the tag:they are border guards.
The submachine gun that they are holding is the JS 9mm. May or already is fielded in the People’s Liberation Army (PLA) and People’s Armed Police (PAP) for special operations. JS submachine gun is mostly developed from the Type 95 assault rifle, with its ‘bullpup’ configuration. Those look like the smaller version of the Type 95 rifle, with a silencer.

It looks like the JS 9MM to me. The T95 Carbine is very blocky, whereas the JS is a bit more streamlined. Also, the one you bring up in the picture is the Police Version. The Army version looks more similar to the Type 95.
And from what I have seen, the Army model also has the front-handle of the Type 95 in newer versions.
