The recent propaganda about whether Raimondo should help bail out China's economy makes a lot more sense now. They're laying the groundwork so that weakening of sanctions looks like mercy from a position of strength, rather than diplomatic concessions.

Looks like a carefully calibrated list of small fish. Nothing that could make headlines or have a real impact. My guess it's a purely symbolic gesture of good will to ensure that Raimondo gets to meet some of the real decision makers in Beijing, where bigger fish will be negotiated.
