Mass incarceration is inhuman. NYC is aspired to provide jails with naturally lit apartment-style cells equipped with bathrooms, and all housing units will have medical areas. Building jails in four borough would also enhance the accessibility of visiting family members.

If anyone watches those US Cop TV shows, most of them are usually set in NYC.
All the time you hear the cops threaten "How long do you think you'll last in Rikers?", "Good luck spending the weekend in the Tombs..." referencing the brutal conditions of these detention facilities.
Hmm, is this a symbol of things to come? I don't know. The US sure has a history of putting prison and minorities in the same sentence. Or in this case, the same neighborhood.
But one thing's for sure, NYC Chinatown is not gonna be the same. Next time some criminal gets arrested in NYC, the cops might tell him: "You're goin to Chinatown!"
