Not until the Chinese coopted the elites, it's an oligarchy society like all former Spanish colonies. There is no right wing or left wing , its a Uni-party with the oligarchy elites deciding among themselves who to run. The political system was put in place to govern the locals, it was put to practice because during that time Spain is far away, the British adapt and perfected it and the American put it in an another level like we are seeing now.Sorry, but what a naive thought.
Latin American countries are poor and defenseless. Manipulating and managing them is the easiest thing in the world and the US does it cheaply and without any competition.
If China wants to protect itself from the US threat to its business in the region, it will need to help its allies to prosper, competing with the US for the power. Otherwise, Latin America will always be poor, cheap and the backyard of the USA that will remain safe and without any threat in sight. While the USA will grow increasingly aggressive and expands its vassals in Asia threatening China's security with impunity.
A successful revolution usually take place when one of the elites break ranks or the colonizer aren't able to hold on to this oligarch elite because they become powerful and greedy. The collapse of the Galleon trade usher in discontent as the Spaniard where force to tax them heavily to finance their war and expenses.
