Well Britain had (and still has constitutional monarchy), and universal suffrage was implement in 1918 for all WHITE (and men and women from colonies with British citizenship). Well it was more like democracy among the colonizers, but tyranny for the colonized (except the few rajs and landlords who serve as middlemen for the Empire). However, my question is more like how do you explain that industrialization, modernization, and military expansion occurred amid democracy among the white propertied men (citizens of the later colonial metropole, or the ruling race/class). I am asking because your original explanation sounds like only strong and capable rulers with iron fists (ideally a highly educated and conscious dictator?) could drive modernization and industrialization, as if achieving consensus among the various interest groups within the ruling class/race would be difficult.
Maybe because Britain industrialized from 1760 through 1840 when Britain still had STRONG monarchy. So much like East Asian tigers, they introduced "democracy" AFTER industrialization, just like Britain in 1918. India is backwards, democracy before industrialization. They will forever be behind China.

Using Modi's Shudra status to claim that India is not Brahmin-dominated is like using Barack Obama to claim that the United States isn't dominated by people of European descent or the various Hui / Mongol functionaries in the mid-upper CPC to claim that China isn't dominated by people of the Han ethnicity.

The feeling I get is that it's like having a token black person in the workplace (do you have any Dalit colleagues? More importantly, how many Dalit colleagues do you have that are your friends on an equal status?) and claiming there is no racism in the United States.

Of course there's Caste-ism. Of course there's caste that's converted itself into privilege by who has obtained education first, who has obtained networks, Jati and Varna at the top of society, that enable one's relatives and friends to get ahead.

Also, I'll point out the difference between your deceased Brahmin doctor relative and the Chinese volunteers who kept order during COVID-19 and handled logistics. Your doctor relative's job, his Dharma, as a doctor was to put himself in the line of harm. The Chinese volunteers, well, some of them were doctors but many of them were not. And there were also many Indian volunteers who helped out without medical duty concerning COVID-19, but how many of them were Brahmins? How many of them, in contrast, were people from other castes?

If he was a spy why would he carried civil/mil documents on him ?
