It has been failing since the 1950s, no border agreement can be made with India. India has the winner takes all mentality. It wants 100% all of the disputed territories and 0 for China. If India gets what it wants, it'll start laying claim on Tibet and wants 100% of Tibet for China to get 0%. India also displays the same zero sum mentality with its trade negotiations. All for India, none for the other party. Nobody can negotiate with such a donkey.

So its back to all stick with India. More military and economic pressure on India. We cannot say that China hasn't tried talking to India.

India’s best chance was in the late 1990s during which China settled the land borders with Russia. Apparently Jiang was okay with making concessions in areas like he did on the border with Russia. Too bad the Indians were too greedy.

Too bad indeed. Instead of negotiations, India demanded all of the disputed territories. Because of that kind of greed and arrogance, India would now stand to lose everything. The power gap between India and China is growing and accelerating. India have missed the boat. China is now in a position of superior strength. Plus China is no longer in any mood to exchange any territories.

So why hasn't China taken the territories it claims?

Indu chief of staff said,India will emerge victorious if war breaks out between China and India. Jai hinds r dancing.
Yeah, Indians tend to say things. They say they shot down a Pakistani F-16 then the US count comes back full; they say they were ambushed when there's videos of them doing the ambushing; they said that COVID was engineered from HIV; that by 2020, they'll have surpassed China and be America's only challenger, etc... You get the point. Indians say things; it's just noise like bird calls and monkey screeching in the forest.
