It was completely vaporware so they could propose whatever they wanted. It doesn't mean it will meet expectations, schedule or budget which is failing two out of three(Schedule & Budget).

Barracudas are vaporware? No, they're inherently far more capable than any Japanese sub in existence. Not because they are Japanese, but because they are conventional. Attack class submarine is mostly the same package as the french one, but with batteries and diesel instead of a reactor.
This simple fact essentially got them the order.
How much of this capability shortfins will be able to retain? This is yet to be seen: most nukes' advantages come from a very simple fact that it isn't constrained by energy supply, at all. Not just in service, but from the very first sketches of every single piece of sub-specific equipment onwards.

TBH I'm very pessimistic as well, but maybe Li-ions will make this "temporary" nuclear sub viable enough.
Soryu, on the other hand, is the evolutionary development of traditional large SSKs. It's logical and almost certainly it'll work, but the ”Cool" factor just wasn't there. Price, however, was.

In the end, you may damn politics and politicians, but the french proposal was better customized for a customer known to operate as far as Vladivostok.

That is vaporware since the original Barracuda was designed with a nuclear reactor in mind to power the sub. With a different power supply it is not going to meet any of the requirements that a nuclear reactor provides so they had to redesign it from the bottom up which they actually did.
The only thing the two shares is the name and are complete different subs.

Kongsberg Defence & Aerospace has entered into a follow-on contract with Japan to supply the JSM (Joint Strike Missile) for their fleet of F-35 fighter aircraft. The contract is valued 450 MNOK.

This latest announcement follows an initial contract signed earlier this year between Kongsberg and Japan to supply the initial deliveries of JSM.

The JSM is a 5th generation stealth air-to surface missile that can be carried internally in the F-35 thus ensuring the aircraft’s low-signature capabilities. The JSM has superior performance against well-defended sea- and land targets across long distances.

The WAPC is intended to reach the still relatively new type 96 8x8 also by Komatsu. But with better armor and all around protection. The Type 96 is 14.6 metric tons and has protection rated against NBC and machine gun fire, it comes with a laser warning system. it carries a crew of 2 + 8 troops. with 62mph top speed. It's used in 2 versions the APC and NBC recon.
The Improved WAPC is to have a crew of 3+8 troops, was to weigh in at about 20 metric tonnes, the offering better protection with a V shaped hull, add on armor modules and larger internal volume as well as payload. It is supposed to be a modular vehicle to allow production of a line up of versions beyond the APC much like the German Boxer. with a 100 kph speed and active suspension.
Listed as reasons for the delay are the armor on the Komatsu WAPC which did not it seems meet desired specs. The program was to complete FY 2018 to allow procurement and fielding 2019 now it's FY 2021 with fielding presumably 2022 as Komatsu attempts to fix the issues and the Japanese The Acquisition, Technology and Logistics Agency looks at possible fall back options.

The JGSDF has been looking to replace the type 96 8x8. They had a Komatsu team on it but apparently it fell through. They short listed 3 bidders.
The Home team Mitsubishi heavy industry. They have shown two 8x8 vehicles the type 16 MGS and we’re offering another 8x8 in the past.
