Article reports that Japan will start realization of High Power Microwave (HPM) weapons as soon as 2021.
Japan has started R&D concerning this technology from 2014 and will step up to the next stage in creating an actual weapon from 2021 to be finalized before 2030 to be installed on to the future fighter, F-3.

As with all DEW, it all comes down to power. How do they plan on using an airborne microwave weapon?

No doubt many have been researching this for at least 20 years. But like a railgun on a ship, a HPM on a fighter (and a planned light or medium weight 5th gen fighter) will be meeting some integration challenges. I wonder how they will get enough power to have an effective HPM.

Well there are certain tricks up their sleeves but there are ways to defeat them as well which will be a hit or miss situation. Basically like all counter measures it's a cat vs mouse game.
One way to manage power is to shot in short bursts utilizing large amount of condenser. Counter measure would be to use those surge guards like the one you use to protect you PC against Lightening strikes but again those are a miss or hit which sometime does not work when the current surge is too strong.
