conflicting report? few years ago, there are report that China is seeking 117S engine from russia but face rebuke from the russian.worry that China might clone copy the engine.
right now,russia said they willing to sale the engine, unless, they learn the progress of WS-15.

My guesses below:
1. It was AVIC or CAC asking the export of 117S, not PLA. :D
2. the number of 117S asked is quite small and Russian thought they would be reverse engineered.
3. As you said, Russian learned the progress of China domestic engine and changed their minds. This is a very common sales technique to compete with immature product; or
4. Maybe China never asked for 117S. Russian just spread the rumor for product reputation.

other problem,russian refuse to provide technbical manual to fix the engine.all engine has to be send back to russia for maintainance.
this one of the factor why china decide to purchase technical manual from ukraine to service there AL-31F engine.

Sure. If 117S engines need to be sent back SATURN for regular maintenance, China will not consider to put them on J-20. It is a long way to have domestic engines but China has to go its way eventually.
